Canonsburg balances budget, plans to not raise taxes

Canonsburg will have a balanced budget without a tax increase in 2010, but achieving it was not entirely pain-free.
In the $3.9 million budget, the police department has had to make $30,000 in cuts, manager Terry Hazlett told borough council Nov. 2, coming from overtime, new equipment and computers.
The borough also will be putting off replacing roofs at the public works building, among other trims and slices.
On the other hand, a new part-time code enforcement office will be hired, and $112,000 will be coming into the borough's coffers thanks to The Meadows Racetrack & Casino in nearby North Strabane Township. That money will be used for fixing streets and alleys. The borough also will be getting $51,000 for the sale of property that will be used for Canonsburg's new library.
"It was another tough year," Hazlett said.
Council Vice President George Coleman warned that a tax increase is not out of the question sometime in the next few years.
"If we don't increase our revenue, what else do we have?" Coleman asked, noting that a tax increase or employee furloughs were about the only arrows in the borough's quiver.
Coleman also said the police made a "yeoman's effort" to find spots in the budget to cut.
The state of code enforcement in Canonsburg recently has been a contentious issue on council, and Hazlett said the addition of an additional part-time officer looking out for things like tall grass and junk cars "will help us have better code enforcement."
