Downey has been in law enforcement for more than 32 years, most recently as Chief of Police and Director of Public Safety at California University of Pennsylvania. He also served at Slippery Rock University in a similar position, and in various capacities with the Allegheny County Police, including 20 years as a member of the Allegheny County SWAT serving as tactical commander.
