Developer wants people to live on ‘The Street’
Horizon Properties is looking to have people live on “The Street at The Meadows.”
“Over the past few weeks, we talked about it,” said Joseph Johnson, project manager. “We believe there’s a great demand for multifamily units. We believe the market for office space is not as strong.”
The developer announced the proposed changes to its plan March 14 at a public hearing on a conditional-use request for the project in North Strabane Township.
Last year, Horizon released plans for its newest development, a mixed-use retail and office development on 14.5 acres that fronts Racetrack Road near the entrance to The Meadows Racetrack & Casino.
Originally, Horizon’s plans called for a three-story building connected by two wings, with a total of 50,000 square feet of retail space, including hair and nail salons and a cellular telephone store.
Another 55,000 square feet of space, on the upper floors of the building, was to be devoted to office space.
Horizon’s revised plan calls for a four-story building with the top three floors providing nearly 90,000 square feet of space for about 90 one- and two-bedroom apartments.
“I don’t believe we will reach over 100,” Johnson said.
In order to do that, however, Horizon will have to obtain special zoning approval because such apartments are not permitted in a C-2 (commercial) district under township code.
North Strabane zoning/hearing board will consider the request at a meeting in April. Johnson said he does not foresee any problem in securing board approval for the request.
“It’s not prohibited; it’s just not specifically permitted,” he said.
Despite the changes, Johnson said the start of construction should not be delayed and completion of the project is still set for spring 2014.
