A member of the ownership group proposing a 220-unit apartment complex in Upper St. Clair told the commissioners June 3 that he hopes the group’s proposed financial contribution to address traffic issues on Boyce Road will mean the lack of a proposed plan for the entire road won’t hold up his development.
Russell Mills, of Boyce Plaza Apartments L.P., said they are proposing to contribute around $214,000 toward addressing traffic issues as a result of the proposed apartment complex off Boyce Road, on Boyce Plaza Road. He said that is essentially the cost of a traffic signal.
He acknowledged that the township might not want to take steps immediately to erect a traffic signal at the intersection of Boyce Plaza Road and Boyce Road, until a more comprehensive traffic plan for the entire Boyce Road corridor is formulated.
Miller said their traffic study indicated a signal would be warranted at that intersection where traffic from his development would enter Boyce Road. He said the study indicates that the intersections of Boyce and Mayview roads, and Boyce and Hidden Valley roads would not be significantly impacted by the proposed development.
He said his group is asking permission to decrease the number of parking spaces which would be required by township code for the apartment complex. The code calls for 440 spaces, but “best practices” for such developments say only 275 spaces are needed for 220 apartments – or 1.25 per unit.
Miller said this enables developers to avoid constructing a sea of parking and disturbing a larger amount of the landscape than necessary.
Jim McMullen, of JMAC Architects, said the one bedroom units would be 850 square feet and the two bedroom units would be 1,110 square feet.
At the initial public hearing on May 6, Kim Gales of J.R. Gales and Associates, said the proposal is for four buildings with 30 units each, and five buildings with 20 units in each.
The development is also proposed to have a clubhouse near the entrance to the complex, as well as trails, benches and a park area near Chartiers Creek which abuts the property.
The public hearing on the development will continue on July 1, with staff testimony and a recommendation. The township’s planning commission previously recommended approval on March 21.
