Preliminary approval granted for CVS in Upper St. Clair
Upper St. Clair commissioners voted to grant conditional use and preliminary land development approval for a planned CVS store at the corner of Ft. Couch and Washington roads. The 6-0 vote came at the board’s Oct. 5 regular meeting. Commissioner Russell Dandoy was absent.
CVS had requested permission to receive deliveries one day each week between 1 a.m. and 3 a.m. and requested permission to have 24-hour operational hours. Both requests were denied. Deliveries will be restricted to between the hours of 8 a.m. and 6 p.m. and store hours will be from 6 a.m. to 11 p.m.
The board did approve conditional use plans for a three-tier retaining wall at the rear of the property, and associated grading for the wall.
Plans call for the new 13,000 square-foot CVS to be set back further on the property than the current building, but ingress and egress would remain the same. The store, which will include a drive-through window, will be built with premium building materials, including structural brick in two tones, and a vinyl awing. The current building, which houses several businesses including Einstein Bros Bagels and Boston Market, is expected to be demolished in April.
The board also granted conditional use approval for a distributed antenna system at 127 McMurray Road. A 35-foot pole would replace the current 26-foot pole, with Verizon installing the pole and Extenet installing the equipment.
In new business, Pazzo Italian Bistro is seeking conditional use approval for outdoor dining. Pazzo, located at 1614 Washington Road, is requesting outdoor dining hours until midnight Sunday through Thursday, and until 2 a.m. on Friday and Saturday. There is a 10-parking space deficiency for the site, and Pazzo is seeking to keep the current 93-parking space configuration. The restaurant is requesting the same conditional uses and modifications as the former tenant, Stone Pepper Grill. The public hearing for Pazzo’s request is to continue on Nov. 2.
The board also heard a presentation from Environmental Planning and Design about the township’s proposed 2015-2025 comprehensive plan, which focuses on commitments to responsibility, connectivity, outreach and civic space. The complete comprehensive plan can be found online at www.twpusc.org.
In other business, the board voted to appoint Neal Holmes to the Civil Service Board of the Township of Upper St. Clair to fill a remaining term, which expires at the end of 2015.
