Construction on new Bethel Park public works building to begin in spring

Bethel Park is expected to begin construction on its new public works building by March, although nearby residences are voicing concerns about stormwater runoff, noise and erosion.

About 20 residents, some from the adjacent Lenox Park Condominiums, came to council’s Nov. 30 hearing on the matter. Council will consider approving the construction plans at the regular meeting Dec. 12.

Paul McGrath, an attorney representing Lenox Park residents, said the condominium property already has some issues with stormwater and residents are concerned the new building will make it worse.

“Actually, it should significantly improve the situation,” said Mark Edelmann, architect for the project.

The existing building on Slater Road was built more than 50 years ago, so it does not comply with any stormwater management regulations. However, the new complex will include dry detention ponds to slow the flow of rainwater from the property. Engineers estimate the flow will be reduced by 5 to 10 percent.

Resident Carmen Farina asked council to look into the storm water sewer system in that area to ensure it can handle the water. He said a portion of the line collapsed and had to be repaired fairly recently. Council members said municipal workers would look into the lines.

Other residents complained about noise and asked if the municipality could plant trees to dampen the sound of trucks entering and exiting the public works complex.

Council President Tim Moury said he would look into that idea, but any vegetation planting would likely have to wait until well after construction is complete. Construction is supposed to last nine months or so, with an expected completion in November 2017.

Last year, Bethel Park floated a $9 million bond issue to pay for the public works building, as well as the renovation of the community center, which was recently completed.

The new building will be over 27,000 square feet and have a pre-engineered steel frame with a masonry facade. Most of the building will include vehicle garage bays to store municipal trucks and other equipment, but it will also include a small office and training room. The property will also include space to store anti-skid and other road materials.

Municipal officials said the existing public works building too small for Bethel Park’s needs and has fallen into disrepair.
