Upper St. Clair commissioners approve new CVS

Upper St. Clair commissioners unanimously approved final development for a CVS store at 1732-1744 Washington Road.

Plans call for the demolition of the current building, known as Campbell Place, and construction of a 13,225-square-foot CVS. Access to the property from Fort Couch and Washington roads will remain the same.

Donald Hultberg of The EADS Group, consulting engineer for the CVS Group, said his company would work with the township forester after construction of the three-tier retaining wall at the rear of the property to determine placement of trees and other vegetation.

Also approved at the board’s Feb. 1 meeting was nonresidential conditional use for a religious facility at 1120 Boyce Road. Crossroads United Methodist Church will occupy 14,476 square feet, approximately half of the former J.C. Penney call center.

Pulled from the agenda was a continued public hearing for the Tuscany Pointe apartment complex planned for McLaughlin Road. Developer Jeffrey Thomas requested the plans be pulled after hearing concerns from neighbors about water runoff, traffic, proposed emergency access roads and other issues.

Township manager Matt Serakowski said he expects plans for the property to be resubmitted in the future.

The board unanimously approved the transfer of a liquor license from Hello Bistro at 3605 Forbes Ave. to The Porch, a restaurant planned for the development in progress across Route 19 from South Hills Village. Both restaurants are part of the Eat’n Park Hospitality Group.

During the commission’s informational meeting Jan. 25, Adam Benigni, director of community development, reported about a preapplication conference for potential development of land at the corner of Route 19 and Boyce Road.

Deerfield Plaza is another of Thomas’ projects. He attended a planning committee workshop meeting, Benigni said, to ask for comments about the development, which is still in the conceptual stage. Senior living, office and retail space, and a restaurant are some of the options being considered.

The development is proposed for about 26 acres on either side of Boyce Road, to the west of Washington, with 16 acres on the northern side and 10 acres across the street, Beningi said.

A sketch plan submittal dated Jan. 21 shows nine buildings for the development, along with 5.54 acres for open space, including trails, and stormwater management. Access roads would be built from Washington and Boyce roads for the main part of the development, and from Thorntree Drive to a parking lot of an 8,000-square-foot office building on the south side of Boyce.

The largest structured planned is a four-story, 189,000-square-foot senior living building, on the westernmost part of the property, near Boyce Middle School. Plans also call for a 45,000-square-foot building for a private learning center.
