Upper St. Clair commissioners on July 5 held a public hearing regarding conditional use approval for outdoor dining in three locations at Siena at St. Clair, located on Route 19 across the street from South Hills Village.

The applicant, 1800 Washington Road Associates LP, is requesting conditional use in two phases. Phase I is a request for approximately 950 square feet of outdoor dining at Whole Foods Grocery, while Phase II asks for approximately 1,000 square-feet of outdoor dining at a restaurant to be called The Porch. Phase II also requests 1,500 square feet of outdoor dining at 100 Siena Drive, which is zoned for mixed use of office, retail and restaurant.

Public hearings for Phase I and Phase II will continue on Aug. 1.

Also at the July 5 meeting:

• Commissioners approved the application for a proposed traffic signal at Boyce and and Boyce Plaza roads. The cost for the project, which includes turning lanes and traffic signal, is estimated at $676,000.

The developer of the upscale apartment complex Torrente at Upper St. Clair on Boyce Plaza Road is providing $400,000, and the township applied for a $276,000 grant from the Gaming and Economic Development Fund through the Redevelopment Authority of Allegheny County to cover the balance of the project.

• Mark Christie, board of commissioners president, presented Upper St. Clair residents Matthew Burton, Benjamin Diffendal and Jack Ryan Johnston with proclamations recognizing their attainment of the Eagle Scout rank.
