USC School District hires new finance director

The Upper St. Clair School Board unanimously appointed Scott Burchill as the district’s next director of business and finance during the board’s Nov. 14 meeting.

Burchill, an Upper St. Clair resident, has been the business administrator and school board secretary for the McGuffey School District since 2005. He also served in a similar capacity with the Ambridge Area School District for three years.

Burchill earned a bachelor’s degree in accounting from Penn State and a master’s degree in business administration from Waynesburg University.

Burchill will be filling the vacancy created by the departure of USC’s current director of business and finance, Frosina Cordisco, who is retiring in January after 10 years of service. Burchill will join the USC staff Jan. 3 at a salary of $119,000.

The board also approved the continued employment of Matt Mellinger as a middle school teacher at Fort Couch Middle School beginning Nov. 16. Mellinger, the former athletic director at Upper St. Clair High School, has been on unpaid leave since Oct. 1. He had been athletic director since 2009. William Englert is currently working as acting athletic director at USC.

Also during the Nov. 14 meeting, Dave McLean of McLean Architects gave a preview of the information that will be presented to the public at the Capital Projects Community Input Forum on Nov. 29.

The district is considering three major capital improvement projects: a community center with administrative offices and structural and ADA improvements to the high school stadium, a new high school pool, and a building for restrooms, concessions, and an announcer’s booth at the field at Boyce Middle School.

Following McLean’s presentation, Superintendent Patrick O’Toole said there will be breakout sessions later this month to gather community input and feedback on the projects. The Capital Projects Community Input Forum is scheduled for Nov. 29 from 7 to 9 p.m. in the high school LGI room.

In other business, the board honored bus driver James Graulty, who is retiring after 14 years of service.

The board announced that their reorganization meeting will be Dec. 5, and their final board meeting for 2016 will be held on Dec. 12.
