No tax increase planned for USC

Upper St. Clair Township will hold the line on property taxes, USC Finance Director Mark Romito announced during the township’s Nov. 28 meeting.
The municipality’s real estate tax rate is proposed to remain at 3.83 mills, and the earned income tax rate is proposed to remain at 0.8 percent.
Upper St. Clair’s general fund revenues are projected to increase 2.1 percent, from $20,458,661 in the 2016 budget to $20,891,735 in 2017.
The 2017 projected operating expenditures increase from $14,975,529 to $15,350,946, with increases in salary, wages, health insurance costs, and workers’ compensation premiums contributing to the change in operating expenditures.
The 2017 proposed budget is available for public inspection at the township administrative office, the library, and on the website at www.twpusc.org/finance/annual-budgets.
The board is expected to adopt a 2017 budget at their Dec. 5 regular meeting.
Also during the same meeting, township engineer Ruthann Omer presented the annual engineering report. Assisted by Jen Slagle, the engineers reviewed projects conducted in the township during 2016, discussed future sanitary storm sewer requirements, and presented an overview of projects on the horizon in 2017.
Some of the engineering work planned for 2017 includes consent order work, operation and maintenance work such as CCTV inspections of sewer lines and flow isolation, the final stage of the Brush Run pump station, Brush Run force main project, planning and zoning work, and MS4 projects.
In other business, board President Mark Christie commented on the Veterans Day program at USC’s Veterans’ Park, which featured the unveiling of a bronze statue by Pittsburgh artist William Kofmehl and marked the final phase of the project.
Commissioner Russell DelRe reminded the board that the Veterans’ Park committee is still seeking approximately $7,500 in donations toward the statue and upkeep of the memorial. To donate, email info@uscveteranspark.org or call 412-831-9000.
