USC commissioners approve Friendship Village expansion plans

The Upper St. Clair commissioners granted final approval for the first phase of a planned residential development at Friendship Village of the South Hills during their July 3 meeting.

The planned expansion project includes a new building with 50 assisted living suites and 32 memory support suites, maintenance building, and related site improvements.

Friendship Village of South Hills held a groundbreaking ceremony June 7 for the $39.5 million expansion project.

Also approved during the meeting was a zoning text amendment to amend provisions for street lights in special business-mixed use areas. Approved was a request for removal of the requirement for street lights along residential streets relating to the residential portion of Sienna at St. Clair. The business area of the development would still have street lights, as would the intersection of Sienna Drive and Lucca Lane.

The initial public hearing for unified conditional use/preliminary land development for the construction of a Bank of America building was also part of the board meeting. Planned for 1801 Washington Road, the current site of a CVS store, the new building will include two drive-through lanes and site improvements.

Demolition of the CVS building would not take place until a new CVS store located at the former site of Campbell Place near Norman Centre, is open. The new CVS is expected to open in mid-July, pending weather delays.

In other business, the commissioners voted to appoint Anderson Bailey, an alternate on USC’s zoning hearing board, to fill the vacancy created when David Tungate stepped down earlier this year. Bailey will serve through Dec. 31, 2018, when Tungate’s term was set to expire.

The board voted to approve a contract with Jeffrey Associates for $48,713 for a pavilion at Boyce Mayview Park Miracle Field and playground, including installation of the pavilion. Funding will come from the township’s 2017 Allegheny Regional Asset District grant award.

The board also approved a contract for $152,900 with East West Manufacturing & Supply Co., Inc. for the replacement of the 50-ton air conditioning system servicing the township’s information technology, library, and police departments. Funding for the project is allocated in the township’s 2017 capital improvement program budget, in the amount of $175,000.
