USC to acquire Caste Barn

Upper St. Clair commissioners took steps to acquire the Caste barn property in the township.

During their March 6 regular meeting, the commissioners authorized appropriate township officials to finalize the acquisition of the Caste barn and 0.7-acre parcel located at 2552 Morton Road.

The owner, Boycewood Development Inc., is donating the property to the township.

Township Manager Matt Serakowski said the southern extension of the Boyce-Mayview perimeter trail will wrap around the back side of the barn, which will initially be used for storage.

The board also approved a $125,000 flow isolation project as part of the township’s ongoing compliance with the ALCOSAN service area interim administrative consent order.

USC’s Public Works Director George Kostelich discussed the proposed project at the board’s Feb. 27 informational meeting. Testing involves 85 manholes and will be conducted in the early morning hours to record infiltration rates at these manholes and to identify infiltration rates at these manholes and to identify sewer line segments where source reduction can be cost effectively accomplished.

Gateway Engineers and the township’s public works department have identified five sewersheds within the township for the initial project.

Also adopted at the March 6 meeting were two bills authorizing the township to issue general obligation bonds for the purpose of refinancing the outstanding 2011 and 2012 bonds. The bills contain parameters that only grant authority if certain criteria are met, including a minimum savings of 2.5 percent, or approximately $250,000 for each series of bonds.

During the public hearing portion of the meeting, the board heard testimony from Michael Orie, of USC RE, LLC, who is requesting non-residential conditional use approval at 145 McMurray Road, the site of Dunkin’ Donuts. Orie is requesting a modification to allow two restaurants to be within 400 feet of one another.

If conditional use is approved, tentative plans are for a Baskin Robbins business adjacent to Dunkin’ Donuts. Plans call for some type of low traffic volume business in the final vacant retail space in the building. The public hearing will be continued on April 3.

In other business, the board voted to approve the sale of two public works 2008 Ford F-550 trucks to West Mifflin Borough at a price of $25,000 for each truck. Also approved were contracts with Russell Standard Corp. for 2017 street crack sealing for $37,800; with A. Folino Construction, Inc. for the 2017 annual street resurfacing with alternate #1 for asphalt surface treatment for $1.6 million; and with Walsh Equipment for the upfit of public works vehicles for $162,278.
