USC looking to update traffic calming policy

Upper St. Clair commissioners are reviewing changes to their traffic calming policy and were expected to vote on updating it at their Nov. 6 meeting.

Adam Benigni, the director of planning and community, reviewed the proposed policy at the board’s Oct. 2 regular meeting, and after incorporating comments from the commissioners, a final draft was prepared and presented to the board at its Oct.30 agenda meeting.

Compared to the township’s current policy, Benigni said the proposed traffic calming policy includes more steps that could be taken to slow traffic before installation of physical barriers. Some of the tools that could be used include neighborhood education programs, targeted police enforcement, temporary speed warning devices, and temporary speed humps and speed cushions.

The policy will be available for public review at the township’s library and on the website.

Also scheduled for the Nov. 6 meeting is a public hearing on the township’s 2018 proposed budget, which is available for review at the township library, municipal building and on the website.

The proposal calls for general fund revenues to increase by 3.44 percent to $21.61 million in 2018. The township’s real estate tax rate would remain the same at 3.83 mills and the earned income tax rate is proposed to stay at .80 percent.

The 2018 projected operating expenditures are budgeted to increase 3.17 percent to $15.837 million due to a variety of reasons that vary by department. The largest area of the township budget is public safety, which includes police, fire, animal control and public works, and is nearly 65 percent of the total operating budget.

Also during the Nov. 6 meeting, the commissioners are expected to grant final approval for Laurel Place, LLC a 36-unit planned residential development at 1320 Mayview Road.

There will also be discussion for conditional use and preliminary and final land development approval for planned construction projects at Upper St. Clair High School. The estimated cost for the projects, which also include the completion of the Boyce athletic field facilities, is $16 million.
