USC commissioners discuss sewers
An update on sanitary and storm sewers dominated much of the Upper St. Clair commissioners’ Nov. 27 informational and general affairs meeting.
Ruthann Omer and Jennifer Slagle of Gateway Engineers presented a review of the township’s consent order, source reduction study, regionalization of multi-municipal trunk sewer, operation and maintenance, and MS4 stormwater management.
During 2017 operation and maintenance, Upper St. Clair recorded closed-circuit video of 165,000 linear feet of sewer lines and pipe bursting of 2,969 feet. Spot lining was done at nine sites, point repairs were done at 13 sites, and 10 buried manholes were raised to grade. There were 10 sanitary sewer backup calls since January to date, none of which were township responsibility.
In 2018, proposed sanitary sewer operation and maintenance calls for continuation of CCTV inspections and deficiency repairs and manhole maintenance and rehabilitation, and inflow and infiltration investigation.
In other business, the board is expected to adopt its 2018 proposed budget at its Dec. 4 regular meeting. Upper St. Clair’s real estate tax rate is expected to remain at 3.83 mills and the earned income tax rate to remain at 0.8 percent. The township’s 2018 proposed budget is available for review at the township library, municipal building and on the township website at www.twpusc.org.
Also on the board’s Dec. 4 meeting agenda is a continued public hearing about proposed construction projects at USC High School. The district is planning to construct a new natatorium at the high school and a multi-use community complex, including administrative offices, at the high school stadium.
The school district is seeking modification for the height of the building, which at 47 feet, 6 inches, exceeds the township code’s maximum building height of 35 feet. A modification is also being sought for the height of a proposed 13 feet high retaining wall, which is taller than the township’s maximum retaining wall height of six feet.
