USC hires veteran administrator as new superintendent

Upper St. Clair’s assistant superintendent, John Rozzo, will become the district’s next superintendent.

The school board named Dr. Rozzo as its new superintendent during its April 23 meeting, approving a five-year contract that begins July 1.

“I am humbled to have the opportunity to serve the Upper St. Clair community as its next superintendent of schools,” Rozzo said. “There is no greater honor or responsibility than to be entrusted with the education and care of our community’s children.”

Rozzo, who has served as assistant superintendent since 2014, will succeed Patrick O’Toole, who is retiring June 30.

“Dr. Rozzo has been instrumental in steering our strategic planning process and has been a vital part of the district leadership for the past several years,” board President Amy Billerbeck said. “His understanding of the district’s vision and commitment to our students and families give us great confidence in his ability to lead Upper St. Clair into the future.”

A member of the Upper St. Clair School District staff since 2005, Rozzo has been promoted to several administrative positions including assistant principal, middle school principal of academics and supervisor of middle level education. Rozzo began his educational career in 1999 as a science teacher in the Brentwood School District.

Rozzo also has led several initiatives including serving as chairperson of the district’s comprehensive plan and guiding the district’s transition to the new “Principal and Teacher Effectiveness Model.” In 2016, Rozzo was honored with the Leadership & Service Award from the Pennsylvania State University College of Education. The previous year, the Pennsylvania Association for Middle Level Education named him Pennsylvania’s Outstanding Middle Level Administrator for 2015. Earlier this year, Rozzo was appointed to the Penn State University College of Education Alumni Society Board of Directors.

A Penn State graduate, Rozzo earned a bachelor’s degree in elementary education with a concentration in mathematics and science. He holds a master’s degree in education from California University of Pennsylvania and a doctorate of education from the University of Pittsburgh.

“As my retirement from USC quickly approaches, I am proud to know that I’ll be leaving the district in strong, capable hands,” said O’Toole, who has served as superintendent since March 2007.

Rozzo resides in Upper St. Clair with his wife, Shauna, and their children, Sydney, Anthony and Isabella.
