USC commissioners honor retired police chief

Upper St. Clair commissioners opened their Sept. 4 regular meeting by recognizing former police chief Douglas Burkholder, who recently retired and was honored for his 42 years of service to the community.

After receiving a proclamation from Commissioner Ron Pardini and a gift from his officers, township Manager Matt Serakowski presented Burkholder with his badge.

Visibly moved, Burkholder thanked the board members, township administration and his police officers.

“It’s hard not to succeed when you work for this township,” he said. “You’re surrounded by good people. They made me look good.”

Also recognized by the board, was Upper St. Clair High School graduate Savannah Shaw for winning the PIAA championship in the 1,600-meter run. Savannah is currently attending school at North Carolina State, so her brother, Alex, accepted the recognition on her behalf.

Meanwhile, the township received recognition of Boyce-Mayview Park as Great Place in PA – Great Greenways/Trails Category by the Pennsylvania Chapter of the American Planning Association.

Later in the meeting, the board heard a presentation by township finance director Mark Romito regarding the municipality’s five-year capital improvement plan. He stressed that expenditures for sanitary sewer projects make up the largest portion of the capital improvement plan, followed by public building and park improvements. The board passed a resolution approving the capital improvement plan. Upper St. Clair’s five-year capital improvement plan is available on the township’s website.

In other business, a public hearing for nonresidential unified conditional use/preliminary and final land development approval was held for Dean Car Wash at 1741 Painters Run Road. Currently, the property has one automatic car wash bay, four self-serve bays and two vacant self-serve bays. The applicant is seeking approval to convert one of the unused bays to another automatic bay by bumping out the rear of the bay 15 feet. The applicant also plans to convert the remaining bay into two 9-by-7-foot self-serve dog wash bays. The public hearing will be continued on Oct. 1.
