Upper St. Clair earns financial awards for budgeting procedures

Upper St. Clair’s finance department was recognized at the township’s Feb. 4 meeting for earning two awards for its budgeting procedures.
Upper St. Clair was awarded the Government Finance Officers Association of the United States and Canada (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the township’s comprehensive annual financial report (CAFR). The township also earned the GFOA’s Distinguished Budget Presentation Award for the 2018 budget document.
The CAFR award is the highest form of recognition in the area of governmental accounting and financial reporting and represents a significant accomplishment by a government and its management. The CAFR is judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.
Upper St. Clair was one of only four municipalities in Pennsylvania to receive both awards last year.
In other business, a public hearing was held for a request to amend chapter 130 of the township code entitled “zoning” to add conditional uses in the SB – special business zoning district.
Clair Boyce Associates, located at 2600 Old Washington Road, is looking to allow certain uses that would work with its existing parking and infrastructure.
With vacancies created by the departure of MedExpress and a bank, the property has approximately 22,000 square feet of vacant space.
The applicant is seeking the amendment to allow personal fitness centers and massage therapy as permitted uses. The hearing is scheduled to continue at the board’s March 4 meeting.
