USC accepting applications for ETC program
The Upper St. Clair School District is accepting applications for the fall 2022 cohort of its Extended Teacher Certification (ETC) Program for non-educators who are interested in serving as substitute teachers. The program is aimed at those who hold a bachelor’s degree in any subject from an accredited college or university but do not have a Pennsylvania teaching certificate.
Interested candidates can learn more during one of two in-person informational meetings, which are set for 9:30 a.m., Tuesday, Sept. 13, and 6:30 p.m. Wednesday, Sept. 14.

Applicants will follow the interview process and successful candidates must attend a one-day orientation, complete an online training curriculum and participate in an observation/shadow day at one of the district’s schools. As with all district employees, ETC substitutes must complete the required background, medical, reference and clearance checks.
Applications are being accepted now through Sept. 21 for the fall cohort.
In-person orientation and training will be held from 9 a.m. until 3:30 p.m. Sept. 28.
Upper St. Clair substitutes are paid $150 per day. Additional monetary incentives are awarded after working 25, 50, 75 and 100 days.
After working 25 days, substitutes are eligible to attend trainings and professional development opportunities that are offered to district teachers.
The ETC Program enables those who have completed a bachelor’s degree to acquire training in order to serve as substitute teachers. Those who meet eligibility requirements will receive a non-certificated permit from the Pennsylvania Department of Education. These permits are valid for one school year and individuals can apply for renewal annually through the school district.
“The ETC substitute program is a great option for those who are considering a career in education, returning to the workforce, or looking to work with children,” Ray Carson, senior director of operations and administrative services, said. “Many of our ETC substitutes live in our community and have children in our schools.”
The program, which began in early 2020, has successfully bolstered the district’s substitute teaching corps. While there are incentives for working more days, there is no minimum requirement. Some ETC substitutes elect to work most school days, while others choose to only work a few days each month.
“Because the work schedule follows the school calendar, the program has been a great fit for families with school-age children.” Mr. Carson said. “Although the program provides opportunities to work most days, ETC substitutes maintain the flexibility to design a work schedule that meets their needs. It has been a positive experience for our ETC substitutes, the district and, most importantly, our students.”
Those who hold a valid Pennsylvania teaching certificate and are interested in serving as a substitute teacher can apply online via the district’s website.
