Scott adopts budget at final meeting of 2013

During their final regular meeting on Dec. 30, 2013, Scott Township commissioners voted 7-1 to adopt the municipality’s budget for 2014. Commissioner Bill Wells cast the lone “no” vote, because he said the board didn’t advertise one of the finance committee meetings. Commissioner David Calabria was absent.

The municipality’s 2014 budget projects total revenue at $9,760,246 and total expenses at $11,808,126. With the 2013 carryover ending fund balance of $2,047,884 as the 2014 beginning fund balance, the 2014 projected ending fund balance is $3.

The board also adopted the 2014 tax levy ordinance, keeping the township’s 2014 millage rate at 4.33 mills, with 0.0776 mills designated for the township’s library.

At the same meeting, the board voted to adopt a resolution to possibly obtain financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. According to the FEMA website, the intent of the act is “to provide an orderly and continuing means of assistance by the Federal Government to State and local governments in carrying out their responsibilities to alleviate the suffering and damage which result from such disasters.”

Board president Tom Castello said the act could provide grant money for damage the township incurred during flooding this past July. Seventy-five percent of the money would come from FEMA, and the remaining 25 percent would come from PEMA.

Commissioner Don Giudici asked if the money was available just for the township, or if it available to help residents who incurred flood damage.

Township manager Denise Fitzgerald said that federal and state officials would come to the township to do an assessment. Fitzgerald indicated that the officials would work off the list that she had compiled of township homeowners who had contacted the municipality about damage they had sustained during the July floods.

“We don’t know what’s going to happen,” said Castello. “We’ll get what we can get.”
